Fills contractual requirements for 2,000 personnel assigned to Camp Le Monier, Joint Special Operations Task Force and combined Joint Task Force Horn of Africa (HOA), Operation Enduring Freedom. Responsible for the entire contracting process to include definition or request, preparation of solicitation, amendments, negotiation, source selection, award, contractor progress, contract modification, payments and contract close out. Responsible for the Government Purchase Card Program for 2,000 personnel assigned throughout the HOA. Utilizes contingency contracting rules, obtains material requirements from host nations, overseas and the Unites States. Has ordering officer oversight of more than 30 ordering officers, ensuring accountability, training, and adherence to contingency contracting rules. Provides contracting officer's representative (COR) training and oversight of the COR program to HOA personnel who monitor, verify and inspect, accept, and make changes to contracts. Provides advisory services to the command with regard to contracting policies, capabilities and status of contracting support to civil affairs, Rapid Engineer Deployable Heavy Operational Repair Squadron Engineers (RED HORSE), Seabees, well drillers, Camp Le Monier, and country command element officers downrange. Provides contracts for major equipment, supplies, vehicle leases, interpretation services, and medical supplies to support the medical civic action program (MEDCAP) and the veterinarian civic action program (VETCAP). In addition, awards construction projects using Overseas Humanitarian, Disaster and Civic Aid (OHDACA) and Humanitarian Assistance (HA) funds. Provides support for exercises in HOA area of responsibility. Expected capabilities: meets minimum requirements and has qualification for DAWIA Level II in contracting. Able to work on a variety of issues simultaneously. Focused on the customer. Able to make sound contract decisions independently and award contracts downrange after minimal and applicable reviews as appropriate. Able to write justifications and approvals, determinations and findings, and business clearance memorandums for approval by higher authorities. Ability to provide and ensure all applicable contract documentation is prepared to adequately document the contract file.
